Dedimus
Potestatem.1 On the 10th of April, 1756, the
following persons were appointed to administer the oath of
office to persons in the counties of New Castle, Kent and
Sussex, and to civil and military officers.
New Castle - Jacob Von Bebber, William Armstrong,
Richard McWilliams and David Bush.
Kent -
Benjamin Chew, John Vining, John Brinckloe, Andrew Caldwell,
John Gooding and Theodore Maurice.
Sussex -

Justice of the Peace
The justices of the peace were
magistrates of the court until after Delaware became a State.
But little
has been ascertained of the Swedish and Dutch courts. Trials of
small cases were conducted by the Vice-Director and his Council,
and although the English came into possession in 1664, there is
no mention of magistrates until April 21, 1668, when Governor
Richard Nicolls appointed Hans Blocq, Israel Helme, Peter Rambo,
Peter Cock and Peter Alrichs to be magistrates on the Delaware,
then embracing Upland, New Castle and Whorekill. On April 9,
1672, Captain Walter Wharton was appointed a justice. Upon the
recapture of the territory from the Dutch by the English in
1674, the following persons were appointed magistrates on the
Delaware for New Castle: Hans Blocq, John Moll, F. Outhout,
Joseph Chew, Dirck Alberts. For the river (Upland): Peter Cock,
Peter Rambo, Israel Helm, Lars Andriessen and Walla Sweinsen.
Upon a
reorganization of the court under Governor Andros at New Castle,
October 10, 1676, there were chosen John Moll, Henry Ward,
William Tom, Garrett Otto, Ffopp Outhout and Jean Paul Jacquett.

Footnote:
1. In law, dedimus potestatem (Latin for "we have given the
power") is a writ whereby commission is given to one or more
private persons for the expedition of some act normally
performed by a judge. It is also called delegatio. It is granted
most commonly upon the suggestion that a party, who is to do
something before a judge or in a court, is too weak to travel.
